合同包1(黑龍江樺南經(jīng)濟(jì)開發(fā)區(qū)標(biāo)準(zhǔn)化廠房及配套基礎(chǔ)設(shè)施建設(shè)項(xiàng)目公共管廊工程)落實(shí)政府采購政策需滿足的資格要求如下:

采購包整體專門面向中小企業(yè)，提供中小企業(yè)聲明函并符合要求。

3.本項(xiàng)目的特定資格要求：

合同包1(黑龍江樺南經(jīng)濟(jì)開發(fā)區(qū)標(biāo)準(zhǔn)化廠房及配套基礎(chǔ)設(shè)施建設(shè)項(xiàng)目公共管廊工程)特定資格要求如下:

(1)具備有效的營業(yè)執(zhí)照（聯(lián)合體投標(biāo)的，聯(lián)合體各方均須提供）

(2)投標(biāo)人須同時(shí)具備建設(shè)行政主管部門核發(fā)的市政公用工程施工總承包叁級(jí)（含）以上資質(zhì)和鋼結(jié)構(gòu)工程專業(yè)承包叁級(jí)（含）以上資質(zhì)以及特種設(shè)備生產(chǎn)許可證（工業(yè)管道）GC2級(jí)

(3)具備有效的安全生產(chǎn)許可證

(4)項(xiàng)目負(fù)責(zé)人（項(xiàng)目經(jīng)理）須具備市政公用工程專業(yè)二級(jí)及以上注冊(cè)建造師注冊(cè)證書，具備有效的安全生產(chǎn)考核合格證書（B證），且未擔(dān)任其他在建工程項(xiàng)目負(fù)責(zé)人或其他施工管理工作。項(xiàng)目負(fù)責(zé)人（項(xiàng)目經(jīng)理）為本單位人員，并提供近3個(gè)月（2025年06月至2025年08月）本企業(yè)為其繳納職工基本養(yǎng)老保險(xiǎn)的有效證明（建辦市函[2025]92號(hào)文件中規(guī)定的6類情形人員除外），如為退休人員須提供退休證明及聘用合同。

(5)項(xiàng)目機(jī)構(gòu)其他成員配備：按照《黑龍江省房屋建筑和市政基礎(chǔ)設(shè)施工程施工現(xiàn)場(chǎng)管理人員配備管理辦法》（黑建規(guī)〔2025〕2號(hào)）規(guī)定，以不低于文件規(guī)定的市政基礎(chǔ)設(shè)施工程小型標(biāo)準(zhǔn)數(shù)量配備項(xiàng)目管理機(jī)構(gòu)人員，并填報(bào)項(xiàng)目管理機(jī)構(gòu)人員配置表，否則其投標(biāo)將被否決。投標(biāo)人可根據(jù)項(xiàng)目管理需要增加崗位或人員。投標(biāo)人需針對(duì)本項(xiàng)目做出配備現(xiàn)場(chǎng)管理人員均為本單位在職人員的承諾。

(6)投標(biāo)人須針對(duì)本項(xiàng)目做出不拖欠農(nóng)民工工資的承諾
