貨物或服務的說明：六安市霍邱縣生態環境分局擬就霍邱縣“藍天衛士”視頻監控系統增補項目進行單一來源采購。我縣建成的“藍天衛士”視頻監控系統共有219個監控點位，用于全縣農作物秸稈焚燒視頻監控。項目運行以來，對各類焚燒行為的及時發現和有效處置起到了重要作用，大大減少了秸稈焚燒隱患。但有些重點區域覆蓋不到，形成盲區。為了提高秸稈焚燒發現率、處置率，現需對“藍天衛士”視頻監控點位進行增補，擬新增22個監控點位，建設內容主要為新安裝5處熱成像攝像頭、17處星光級激光球及后端平臺擴容、網絡系統建設、系統運維等。

采用單一來源采購方式的原因及說明：本項目為霍邱縣“藍天衛士”視頻監控系統增補項目，霍邱縣“秸稈禁燒”(藍天衛士)視頻監控運維服務采購項目由中國移動通信集團安徽有限公司六安分公司承建并提供運維服務。目前系統軟硬件運行良好，服務正常。本次采購的設備需部署在原管理系統平臺上，做到無縫對接，以保證設備運行準確可靠，同時要求設備部署期間保證服務不中斷，不能影響正常的秸稈燃燒視頻監測。經專家審核、討論，本項目符合單一來源采購的相關要求，同意采用單一來源方式確定中國移動通信集團安徽有限公司六安分公司為唯一供應商。
