合同包1(方正縣世紀大道道路維修工程)落實政府采購政策需滿足的資格要求如下:

參與的供應商（聯合體）工程的施工單位全部為符合政策要求的中小微企業。

3.本項目的特定資格要求：

合同包1(方正縣世紀大道道路維修工程)特定資格要求如下:

(1)投標人須具備建設行政主管部門頒發的市政公用工程施工總承包二級（含二級）及以上資質；若未按新規定換發新證則需具備建設行政主管部門頒發的市政公用工程施工總承包三級（含三級）及以上資質；注：根據《住房和城鄉建設部關于印發建設工程企業資質管理制度改革方案的通知》（[建市〔2025〕94號]）的規定已換發新證取得相應資質證書的提供新資質證書）。

(2)具有有效的安全生產許可證。

(3)投標人擬派項目負責人須具備市政公用工程專業二級（含二級）及以上注冊建造師執業資格，具備有效的安全生產考核合格證書（B證）。不得同時在兩個或者兩個以上單位受聘或者執業，并同時提供本企業為其連續繳納3個月養老保險（2025年6月至投標截止時間前）（如人員入職不足3個月的或新成立企業，則提供養老保險繳納月份起至投標截止日的繳費證明）養老保險的有效證明。

(4)技術負責人1人（相關專業中級（含中級）以上職稱證書），施工員（工長）1人（相關專業崗位證書）、質量員（質檢員）1人（相關專業崗位證書）、安全員 1人（具備有效的安全生產考核證書（C證））。
